Building Inspection Grade 17 Salary:$47,860.80 ($23.01 hr) - $51,688.00 ($24.85 hr)

Supervisor: Timothy Andrews/ Building Official / Planning and Zoning Administration

PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform technical work functions associated with inspection of buildings and related systems to ensure compliance with applicable building codes, and enforcement of county sign ordinances.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Administers and enforces the provisions of applicable federal, state, and local building codes; enforces county codes relating to advertising signs and billboards.
  • Performs site inspections of construction work, buildings, and related systems for conformance with approved plans and with applicable codes; inspects foundations, framing, electrical systems, heating and air conditioning systems, plumbing systems, and final grading of all new construction and remodeling projects; coordinates inspection activities with owners, contractors, other inspectors, or other individuals.
  • Approves/rejects construction work during progressive stages of construction through final inspection.
  • Provides information concerning requirements of building codes and construction standards; discusses problem areas with owners and contractors; responds to questions or complaints concerning building or construction code violations.
  • Reviews/interprets blueprints, architectural drawings, construction plans and specifications.
  • Processes a variety of documentation associated with departmental operations, per established procedures and within designated timeframes; distributes documentation or maintains records as appropriate.
  • Reviews requests for outdoor advertising signage; approves/rejects outdoor advertising proposals; posts/removes rezoning, variance, and special exception signage.
  • Prepares documentation and testimony for court appearances when required.
  • Prepares routine correspondence, forms, reports, and other documents manually or via computer and/or typewriter.
  • Receives various documentation; reviews, processes, responds, forwards, maintains, and/or takes other action as appropriate.
  • Maintain file system of departmental records.
  • Coordinates effective communications by initiating outgoing communications, responding to incoming communications, and relaying information between the department and other departments, outside agencies, and the general public.
  • Communicates via telephone; provides information, guidance, and assistance; takes and relays messages and/or directs calls to appropriate personnel; returns calls, as necessary.
  • Responds to routine requests for information or assistance from members of the staff, the public or other individuals.
  • Assists fire departments in determining possible cause of suspected electrical fires.
  • Maintains a comprehensive, current knowledge and awareness of laws/regulations pertaining to building codes and inspection activities, and of changes in municipal codes or ordinances.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of federal, state and local laws and regulations pertaining to building codes, electrical codes, plumbing codes, mechanical codes, energy codes, zoning ordinances, construction standards, ADA requirements, fire safety regulations, advertising regulations and sign ordinances; knowledge of all types of building, construction materials and methods and of stages of construction when possible violations and defects may be easily observed and corrected; and knowledge of department functions, organization and policies.

Skill in performing building inspections; and skill in operating a motor vehicle.

Ability to interpret and enforce federal, state and local laws and regulations pertaining to building codes, electrical codes, plumbing codes, mechanical codes, energy codes, zoning ordinances, construction standards, ADA requirements, fire safety regulations, advertising regulations and sign ordinances; ability to detect poor workmanship, inferior materials, and hazards of fire and collapse; ability to read and interpret blueprints, architectural drawings, building construction plans and specifications, and to compare them with construction in process; ability to understand departmental policies, procedures, rules and regulations; ability to organize work activities and establish priorities; ability to carry out projects with minimal supervision; ability to understand and follow written and oral instructions; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with employees, building owners, contractors, other agencies, and the general public; ability to enforce regulations firmly, tactfully and impartially; ability to perform required mathematical calculations; ability to operate a moto vehicle; and ability to walk, climb, crouch, or otherwise physically maneuver in buildings and on construction sites during site inspections..

MINIMUM QUALIFICATIONS

Vocational/technical school training in civil/mechanical engineering, building construction or a related field required; additional coursework from Southern Building Code Congress International or equivalent preferred: three years of experience in building inspection, building construction, or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia Driver’s License. Must possess and maintain valid CABO One and Two-Family Dwelling certification.

  MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be able to operate a variety of equipment including a motor vehicle, two-way radio, and telephone. Physical demand requirements are at levels of those for medium work.

DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include forms, reports, maps, blueprints, legal code books and reference manuals.

INTERPERSONAL COMMUNICATION: Requires the ability to speak with and/or signal people to convey or exchange legal, construction and engineering information, including giving assignments and/or directions to co-workers or assistants as well as communicating with the general public.

LANGUAGE ABILITY: Requires ability to read a variety of legal, construction and engineering documentation, directions, instructions, and methods and procedures. Requires the ability to complete forms and to write job related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.

INTELLIGENCE: Requires the ability to learn and understand complex construction and engineering principles and techniques; the understand departmental policies and procedures; to make independent judgments in absence of supervision; and to acquire and be able to expound on knowledge of topics related to primary occupation

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.

NUMERICAL APTITUDE: Requires the ability to add and subtract totals; multiply and divide totals; determine percentages; and determine time and weight.

FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment which may include a tape measure.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using job related equipment and to operate motor vehicles.

MANUAL DEXTERITY: Requires the ability to handle a variety of items, job related equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination.

COLOR DIFFERENTIATION: May require the ability to discern color

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under minimal stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
